Cardiff has a perfect Edwardian Civic Centre, precise in scale and scope. It was built in Portland stone around 1904, and most of the buildings put up since have been designed with an empathy for the whole. The buildings themselves enclose a large rectangle, within which wide, tree-lined avenues bisect Cathays Park.
