A local architect, James Hibbert designed the building, which is a monumental interpretation of the classical style, the relief above the portico depicting figures of the Greek philosophers and teachers. A market place and butchers' shambles had previously occupied the site, and traders continued to put up their stalls in the open space below the entrance.
