Preston was a County Borough until 1974. County Hall was built in 1882 and was the administrative headquarters of Lancashire County Council. The County Magistrates' Court ran on simple and firm sets of rules, relying on moral and ethical principles as much as on legislature. Because of the work of the county council the building soon became too small, and in 1930 the council were occupying no less than seven other buildings. A further block was built in 1934 (at a cost of £130,000) on Pitt Street and Marchand Street.
