The boy in the foreground is looking through his telescope, possibly at passing shipping but more probably at Lundy Island. From Tenby, Lundy is obscured by Caldey Island (which we see here off shore), but beyond lies Lundy, some 25 miles off and clearly visible on a clear day, rising 400 feet up out of the Bristol Channel.
