The early tramway system suffered from heavy voltage loss due to inadequate insulation. This restricted the number of trams able to operate at any given time, and one of the measures taken to prevent the system from overloading was the introduction of a flat rate fare of 2d. This effectively put the trams beyond the pocket of many visitors.
